Europe felt a moment of respite on Monday, as the tension sparked by the presentation of a new 28-point plan for resolving the conflict appeared – briefly – to have been defused. A American diplomat spoke of "significant advancement" after diplomatic discussions in Geneva. On Monday night, the Kremlin made its response: an extensive attack of missile and drone strikes on Kyiv.
The Pattern of Diplomacy and Destruction
The chain of contrasting events captured the bleak nature of the current period. By day, political struggles are conducted: hopeful statements are released from multiple capitals. Considerable effort is allocated on managing certain initiatives. By night, the Kremlin brutally reminds the world that, for them, military action persists as the primary tool for achieving "peace".
Nighttime Reality
As the offensive developed into the early hours of Tuesday, the current condition of Ukraine's exposure was revealed. Ukraine is able to track projectile deployments from enemy soil, a capacity provided through current data. From vantage locations, defense planes that had been scrambled to intercept incoming guided weapons roared overhead – modern combat jets supplied to Ukraine by European allies.
Soon thereafter, Kyiv's air-defence systems activated: several firings targeted at a Russian ballistic missile. This was a advanced protection mechanism at work, probably delivered by allied countries. Every firing jolts you unexpectedly, rattling buildings. The instant of fear quickly gives way to sober acceptance: possibly the hostile projectile won't strike its target this time, preventing destruction from catastrophe and additional electricity failures.
Ongoing Risks
Not long after, a heavy machine gun fired at a aerial vehicle somewhere nearby, part of a defensive team – almost certainly imported technology. Unfortunately, the bullets missed the hostile drone – it maintained course toward its objective.
With pauses, this carried on until dawn. Kyiv greeted the daybreak reports: seven people killed, destruction and infrastructure problems in many homes as a result of the night's assault. As customarily, everyone still maintained normal activities – enduring hostilities. But those full day illustrated Ukraine's vital need on international aid – a need that regional partners are evidently unprepared to substitute in the immediate future.
Ineffective Peace Efforts
The comprehensive proposal from US administration generated strong feelings, discussion and deep concern – and briefly redirected concern from Ukraine's most significant graft case in years. Yet, we have experienced comparable situations, after earlier high-level meetings and international summits.
Every new initiative from Washington adheres to the identical sequence: a diplomatic cavalry charge against Ukraine, which Kyiv, with other European capitals, succeeds in resisting. They stabilise the situation but never actually secure success. This cycle will, undoubtedly, continue.
Tactical Assessments
It is convenient to criticize particular leaders of persistently promoting Kremlin's demands. But that does not seem to be the complete picture. US administration functions according to a premise understood by international relations experts: you cannot secure via talks what you have been unable to protect through force. The American government presumes that it is impossible to compel Moscow to abandon the land that it currently occupies in Ukraine's occupied territories.
The challenge is that while accepting these circumstances, US leadership does minimal to discourage Russia, through words or deeds, from assuming that the situation will not shift further in its benefit in the months ahead.
Conflicting Perspectives
Therefore, Russian leadership is confident that time is on his side – that Ukraine and its partners are nearing depletion. Their reason to sign a deal that does not give them the maximum possible gain is almost completely absent. There may be many attempts to end hostilities, but they will carry on as long as Russia's leadership remains highly assured in the outcome.
On the contrary, Ukraine's government believes that Ukraine can still endure, slowly losing civilians and areas but preventing a total frontline collapse until situations evolve in its advantage.
Present Conditions
Factually, there are no genuine requirements for a ceasefire. Now, personal considerations are entering the equation: leadership ambitions to negotiate peace and achieve global acclaim, and Ukrainian leadership's twin challenges – on one hand, not to distance important partners, and on the other, to unite the population around the country's interests against any plan Kyiv finds unacceptable, so that their attention does not switch to domestic problems. And although their task will now be much harder after current events, it remains very improbable that this will alter their fundamental strategy.
These conflicting dynamics are driving the talks.
Summary and Prospects
It took a just a single week to eliminate the suggested clauses of the latest plan. Aggressive and erratic handling of the matter by US administration, opposition by Ukraine and the other European countries, along with pacifying measures of diplomats, and finally, latest revelations, all served their function.
While new proposals based on old ideas are approaching, Kyiv, London and other European capitals should arrive at a critical understanding: Ukraine and Europe will only be able to counter diplomatic offensives from Washington that are based on Russian demands and reflect particular unwillingness to modify developments, if they maintain solidarity and improve their protective measures at a significantly accelerated rate. If they do, neither external pressure nor military threats will be able to break them. In the meantime, Ukraine's capability to counter nocturnal attacks will, for the foreseeable future, mainly require sustained allied backing.
